PART III ACCOUNTING METHOD:  
ACCOUNTING METHOD THE ORGANIZATION USES THE ACCRUAL METHOD TO REPORT FOREIGN EXPENDITURES TO BE CONSISTENT WITH THE REPORTING USED FOR THE FINANCIAL STATEMENTS.
MONITORING OF FUNDS RESEARCH GRANTS PROVIDED TO FOREIGN ORGANIZATIONS IN THE FORM OF A STANDARD SUBCONTRACT AGREEMENT CONVEY THE AWARD TERMS AND CONDITIONS INCLUDING REPORTING REQUIREMENTS OF THE ORIGINATING FEDERAL, FOUNDATION OR INDUSTRY SPONSOR. AS SUCH, THE FOREIGN ORGANIZATION IS REQUIRED TO FULLY COMPLY WITH THE TERMS OF THE SUBCONTRACT AS A CONDITION OF INITIAL AND ON-GOING PARTICIPATION IN THE RESEARCH PROGRAM. NEW FOREIGN ORGANIZATIONS ARE REQUIRED TO DEMONSTRATE ADMINISTRATIVE, FINANCIAL, AND PROGRAMMATIC CAPACITY TO MANAGE SUBCONTRACT TERMS PRIOR TO EXECUTING AGREEMENTS.
