PART I, LINE 2: FOREIGN GRANTS MONITORING PROCEDURES: 1. PER THE REPORTING SCHEDULE REQUIRED BY THE GRANT AGREEMENT, PERIODIC REPORTS WILL BE SENT BY THE STAFF CARRYING OUT THE FUNDED PROJECT ACCORDING TO THE PROJECT DURATION. 2. REPORTS CONSIST OF PROJECT NARRATIVES AND BUDGET EXPENDITURE REPORTS. 3. THE PROGRAMS DEPARTMENT MAINTAINS CONTACT WITH THE GRANTEE THROUGHOUT THE LIFE OF THE PROJECT TO ENSURE THAT THE GRANTEE SUBMITS THE REQUIRED PROJECT NARRATIVES AND BUDGET EXPENDITURE REPORTS IN ACCORDANCE WITH THE REPORTING SCHEDULE. IRUSA PROGRAM STAFF REVIEWS THE SUBMITTED PROJECT NARRATIVES AND BUDGET EXPENDITURE REPORT TO ENSURE THAT THE GRANT FUNDS ARE BEING USED IN ACCORDANCE WITH THE PARAMETERS OF THE GRANT AGREEMENT. 4. IRUSA CONDUCTS FIELD AUDITS AND MONITORING AND EVALUATION VISITS OF SELECTED GRANTEES EACH YEAR TO ENSURE APPROPRIATE EXPENDITURES OF GRANT FUNDING, AND TO MEASURE THE SUBSTANTIVE AND PROCEDURAL IMPACT. 5. IF ANY DISCREPANCY IS DETECTED WITHIN THE GRANTEE'S PROJECT NARRATIVES AND/OR BUDGET EXPENDITURE REPORTS, THE PROGRAMS DEPARTMENT IMMEDIATELY SEEKS CLARIFICATION OF SUCH DISCREPANCY FROM THE GRANTEE. IF THE GRANTEE FAILS TO PROVIDE AN ADEQUATE EXPLANATION OF THE DISCREPANCY WITHIN A REASONABLE AMOUNT OF TIME, THE FINANCE DEPARTMENT MAY INVOKE IRUSA'S CONTRACTUAL RIGHT TO CONDUCT A COMPREHENSIVE AUDIT OF THE GRANT. 6. IF AT ANY TIME DURING THE LIFE OF THE GRANT AGREEMENT, OR AS A RESULT OF THE FINANCE DEPARTMENT'S AUDIT OF THE GRANT, IT IS DETERMINED BY IRUSA THAT THE GRANT FUNDS HAVE BEEN EXPENDED IN VIOLATION OF THE TERMS OF THE GRANT AGREEMENT, THE PROGRAMS DEPARTMENT, WITH THE ASSISTANCE FROM THE FINANCE DEPARTMENT, MAY SEND A WRITTEN DEMAND TO THE GRANTEE FOR A REFUND OF SUCH AMOUNT IN FULL OR IN PART TO IRUSA. 7.
